Department-Agency Relations and the Performance Dialogue

On Wednesday, 28 May, the IPA hosted the first of its morning seminars for senior public sector managers on the theme of Achieving the Transformation of Public Services. The topic for discussion was Department-Agency Relations and the Performance Dialogue, and the keynote speaker was Minister for Finance, Brian Lenihan TD. A summary of his speech is available below.

The seminar was also addressed by:

  • Dr. Muiris MacCarthaigh, IPA Research Officer, who presented on the relevant findings of the 3 CPMR reports on commercial, non-commercial and local and regional agencies.
  • Dr. Moling Ryan, Chief Executive of the Legal Aid Board, took up the seminar theme and OECD/Task Force findings from a state agency perspective.
  • Andy Cullen, Assistant Secretary at the Department of Transport, presented on the ‘centre’/civil service perspective.

At the event, Minister Lenihan said that he would find it of value to have a list of persons with the competencies and willingness to serve on state boards. The next Governance Forum breakfast event on Thursday, 25 June will discuss the attributes of effective board members.
